Summary:

Post-Taliban Afghanistan has adopted a constitution and elected a president and a parliament; that body is emerging as a significant force and sometimes challenger to President Hamid Karzai. The central government's limited writ, which many Afghans believe should remain limited, and its perceived corruption, are helping sustain a Taliban insurgency.
